🌐 Official Operational Guidelines

🔷 Chapter 1. Qualifications and Conditions for Appointment as Representative

To be officially appointed as a National Representative of Haedong Kumdo, the following conditions must be met:

1. Must hold an official black belt certificate (Dan) in Haedong Kumdo.
2. Must currently operate a Haedong Kumdo dojang (training center) in their country.
3. Must be capable of organizing at least one official national event per year:
   • National Seminar
   • Dan Promotion Test
   • National Championship
4. The term of appointment is two (2) years.
   If there is no official activity within six (6) months of appointment, the representative status will be automatically invalidated.
   → Any extension of an existing term must be confirmed by official written approval and recorded in meeting minutes.
5. Haedong Kumdo training must be conducted independently and must not be mixed or instructed together with other martial arts styles.
6. All official training sessions and events must be conducted in official Haedong Kumdo uniforms.

🔷 Chapter 2. Roles of Representatives and Association Governance Principles

1. Representatives shall conduct instruction and training in accordance with the Founder’s philosophy and transmission purpose.
2. Each national representative shall organize a National Haedong Kumdo Association, and through official meetings, determine training policies, elect officers, and plan events.
3. All decisions within the association must follow a consensus-based structure that reflects the opinions of all officers; unilateral decision-making is not allowed.
4. Association operations must be clearly separated from the representative’s private dojang.
   Financial and administrative matters must be managed independently.
5. “Official seminars (open seminars)” of each national association must be conducted through board agreement.
   Any resulting income must be deposited into the association’s account—not held as private profit—and must be used solely as collective funds.
6. The association must operate as a “members’ organization” that includes not only instructors but all practitioners.
   All operations and expenditures must be pre-approved through official board meetings.
7. It is strictly prohibited for any person holding an official position as a representative or officer to demand private instructor fees or other earnings from affiliated dojangs or students.
   → Such acts are considered “conflicts of interest.”
   Any profit-making activities not approved by UWHKF Headquarters or the respective national board will be grounds for suspension of representative status.

🔷 Chapter 3. Financial Revenue and Seminar Operation Principles

1. Primary sources of income for the association include:
   • Sales of uniforms and training equipment
   • Promotion test fees, competition registration fees, and other official charges
   • Participation fees for official events
2. All income and expenses must be reported and approved by the board of officers, with official meeting minutes and settlement documents kept as records.
3. Any income generated from official seminars must be deposited into the association account.
   Except for reimbursements of airfare, accommodation, and meals, no private profit may be taken.

🔷 Chapter 4. Activities, Rights, and Responsibilities

1. Representatives are entrusted with the mission of transmitting the integrated system of philosophy, techniques, and healing of Haedong Kumdo.
2. Independent regional seminars or educational events may be freely organized within each country.
3. Small-scale local events may be organized by regional leaders in consultation with the national representative.
4. Officers of the association are to be elected by majority vote in official meetings under the representative’s supervision.

🔷 Chapter 5. Philosophical Mission and the Role of the Representative

A representative is not merely an administrator or instructor.
They are a true ambassador of a martial art system that integrates philosophy, technical training, and healing.
They must embody and transmit the following core values:

○ Philosophy: A martial art of contemplation that seeks harmony with nature and explores the essence of life
○ Training: Techniques and discipline aligned with the natural flow of the body and energy
○ Healing: Awareness and restoration through the flow of Ki (energy)

“To be a representative means to be a living ambassador of the philosophy of Jinyoung Ssangkum Ryu.
This martial art presents a path of integrated practice in the 21st century that unifies body, mind, and energy.”

🔷 Chapter 6. Legal Structure and Non-Profit Principles of the Association

📌 The position of national representative is a two-year voluntary post.
The national association is a public organization and cannot be privately owned.
It must function as a community-based organization sharing the Founder’s philosophy and purpose of transmission.
All activities must be rooted in non-profit principles and public interest.

📌 As of July 2025, the United World Haedong Kumdo Federation has been officially approved as a 501(c)(3) non-profit organization in the state of Ohio, USA.
In the future, state-level registrations will be pursued throughout the United States to establish clear legal and operational standards.

🔷 Special Provision: U.S. Operations

Due to the vast distances and limited inter-state transportation in the United States (unlike in Europe),
at least one annual in-person visit or online training session by the Founder must be included.
This direct guidance from the Founder is essential for maintaining the philosophical integrity and unity of practice
among U.S.-based practitioners and instructors.

🔷 제1장. 대표자 임명 조건 및 기본 자격

해동검도 각국 대표자로 공식 임명되기 위해서는 다음의 조건을 충족해야 한다.

1. 해동검도 공식 공인 단증(Black Belt)을 소지하고 있어야 함

2. 각국에서 실제로 해동검도 도장을 운영 중이어야 함

3. 연 1회 이상 다음과 같은 공식 행사를 주관할 수 있어야 함
 • 전국 세미나
 • 단증 심사
 • 전국 대회

4. 대표직의 임기는 2년이며, 임명 후 6개월 내에 공식 활동이 없을 경우 대표 지위는 자동 무효 처리됨
  → 기존 임명자의 임기 연장 여부는 공식 서면 승인 및 회의 기록을 통해 확인되어야 함

5. 해동검도 수련은 독립적으로 이뤄져야 하며, 타 무술과 혼합하여 지도하거나 수련해서는 안 됨

6. 모든 공식 수련과 행사에서는 반드시 공식 도복을 착용해야 함

🔷 제2장. 대표자의 역할과 협회 운영 원칙

1. 대표자는 본 창시자의 철학과 전수 목적에 따라 해당 국가에서 수련과 지도를 수행함

2. 각국 대표는 국가 단위의 National Haedong Kumdo Association을 조직하며, 공식 회의를 통해 수련방침, 임원 선출, 행사 계획 등을 결정함

3. 협회의 모든 결정은 임원들의 의견을 수렴한 합의 구조를 따라야 하며, 독단 운영은 불가함

4. 협회 운영은 대표의 개인 도장 운영과 명확히 분리되어야 하며, 재정 및 행정은 구분되어 관리됨

5. 각국 협회의 “공식 세미나(오픈 세미나)”는 임원회의 협의를 거쳐 진행되며, 해당 수익은 개인이 아닌 협회 명의의 기금으로 적립되어야 함

6. 협회는 도장 운영자만이 아니라, 모든 수련생도 회원으로 참여 가능한 ‘회원제 조직(Members’ Organization)’으로 운영되어야 하며, 운영 및 재정 집행은 공식 임원 회의를 통해 사전 합의된 범위 내에서만 이뤄져야 함

7.각 협회 대표 혹은 임원으로서 공식 직위를 가진 자가 연맹 도장이나 소속 수련생에게 공식적 개인 강사비 또는 수익을 요구하는 것은 금지됨
  → 해당 행위는 “이해 충돌(Conflict of Interest)”로 간주되며, UWHKF 총본부의 승인과 각 협회의 임원회의에서 의결이 되지않은 사적 이익 활동은 대표 자격 정지 사유가 됨.

🔷 제3장. 재정 수입 및 세미나 운영 원칙

1. 협회의 주요 수익 항목은 다음과 같음:
 • 도복 및 장비 판매 수익
 • 심사비, 대회비 등 공식 수수료
 • 각종 공식 행사 참가비

2. 모든 입출금 내역은 협회 임원 회의를 통해 보고·승인되어야 하며, 회의록 및 결산서를 통해 문서화되어야 함

3. 공식 세미나에서 발생한 수익은 반드시 협회 계좌로 입금되어야 하며,
 항공료·숙박비·식사비 등 실비 보전 외에는 개인 수익을 취할 수 없음

🔷 제4장. 활동, 권한, 책임

1. 대표자는 해동검도의 철학, 술기, 치유가 통합된 수련을 전수할 사명을 지님

2. 각국 내 독립적인 지역 세미나나 교육 행사를 자유롭게 개최할 수 있음

3. 지역 내 소규모 행사는 지역 지도자가 주관 가능하며, 대표와 협의하여 운영함

4. 협회 임원은 공식 회의를 통해 대표 주관 하에 다수결로 선출됨

🔷 제5장. 철학적 사명과 대표자의 의미

대표자는 단순한 운영자나 지도자만이 아니라,

철학 · 술기 · 치유가 통합된 무예의 대변자로서 다음의 가치를 실천하고 전수해야 한다.

○철학 (Philosophy): 자연과 조화, 삶의 본질을 다루는 사유의 무예

○술기 (Training): 몸과 기의 흐름을 따라 움직이는 기술과 수행

○치유 (Healing): 에너지의 흐름을 통한 자각과 회복


> “대표자가 된다는 것은, 진영쌍검류라는 살아있는 철학을 전하고 실천하는 참된 대변인이 된다는 것을 의미한다.
이 무예는 몸과 마음, 에너지를 하나로 통합하는 21세기형 수행의 길을 제시한다.”

🔷 제6장. 협회의 법적 구조 및 비영리 원칙

📌 각국 대표직은 2년 임기의 ‘봉사직’이며, 협회 조직은 개인의 소유가 될 수 없다.
 협회는 어디까지나 창시자의 철학과 전수 목적을 공유하는 공동체적 조직으로 운영되어야 하며,
 모든 활동은 비영리적 정신과 공익 목적에 기반해야 한다.

📌 본 연합회는 2025년 7월 미국 오하이오주에서 501(c)(3) 비영리법인으로 공식 승인되었으며,
 향후 미국 전역에서는 각 주(State) 단위의 비영리 등록을 통해 법적·운영 기준을 확립해 나갈 계획이다.

🔷 특별 부칙: 미국 지역 운영 관련

미국은 유럽과 달리 주(State) 간 이동 거리가 멀고 교통 여건이 제한적이므로,
 매년 1회 이상 창시자의 직접 방문 혹은 온라인 수련 지도 프로그램이 필수적으로 포함되어야 함
 이러한 창시자의 직접 전수는 미국 내 수련생과 지도자들의 철학적 이해와 수련의 통합성을 유지하는 데 매우 중요한 역할을 함.
